Judge Abdul Wahab Qatran submitted an urgent report to the Saudi prosecutor, Amnesty International and Human Rights Watch regarding incitement to kill him and his family.
Judge Qatran, who is currently residing in the southern Yemeni city of Aden to spend the Eid al-Adha holiday with his family, confirmed in his report that there was explicit incitement to murder and bloodshed against him and his family members, by the so-called Ibtisam Abu Donia, a Yemeni citizen residing in the Kingdom of Saudi Arabia – Riyadh, through messages and videos that she broadcast on the Facebook and Twitter (X) platforms on June 7 and 8. 2025.
Qatran stressed that Abu Dunya’s publications, attached to the report, constitute an explicit and clear call to kill him and his children, and a direct incitement to shed their blood, in the context of his political views and his human rights stance against the violations of the Houthi group, and the fact that he exercised his right to travel in his native country, Yemen.
He believes that this public incitement constitutes a crime in its own right under the Penal Code and the Yemeni Penal Code, as well as current Saudi laws, and constitutes a serious violation of international human rights conventions and exposes his life and that of his family to imminent danger.
Judge Qatran called on the Public Prosecutor’s Office of the Kingdom of Saudi Arabia to take urgent legal action against Ibtisam Abu Donia, who resides in the Kingdom, and to investigate the crime of public incitement to murder, due to the threat he poses to the safety of individuals and the security of society.
He also called on Amnesty International and Human Rights Watch to urgently intervene to monitor this serious violation, condemn incitement and hate speech that undermine the right to life and physical integrity, and demand that his safety and that of his family be guaranteed.
Qatran announced that he will appoint a lawyer licensed in the Kingdom of Saudi Arabia to follow up this case and file a criminal complaint before the relevant judicial authorities in order to legally prosecute the complainant and impose the punishment she deserves in accordance with Saudi law.
I consider silence on this type of bloody incitement to be implicit complicity in the crime, noting that it is necessary to stand up to anyone who thinks they can publicly incite murder without accountability or accountability.

His posts, attached to this communication, included an explicit and clear call to kill me and my children, and a direct incitement to shed our blood, in the context of my political views and my human rights stance against the violations of the Houthi group, and the fact that I exercised my right to travel in my country, Yemen.
This public incitement constitutes a full-fledged crime under the Penal Code and the Yemeni Penal Code, as well as applicable Saudi laws, and constitutes a serious violation of international human rights conventions and places my life and that of my family in imminent danger.
Therefore I demand the following:
1. The Public Prosecutor’s Office of the Kingdom of Saudi Arabia has decided to take urgent legal action against the woman named Ibtisam Abu Donia, who resides in the Kingdom, and to investigate the crime of public incitement to murder, due to the threat she poses to the safety of individuals and the security of society.
2. Amnesty International and Human Rights Watch are urgently intervening to monitor this serious violation, condemn incitement and hate speech that violate the right to life and physical integrity, and demand that my safety and that of my family be guaranteed.
